smoke, sputter, putt, putt...?

I just brought my new Midget home and, unfortunately, she arrived before my new shop manual did!!! I'm seeing a bit of black smoke from the tail pipe and, although it idles smoothly (mostly), I'm not getting much power at all on hills and hesitation and occasional missing when excellerating. I've pulled the plugs, which were replaced just a week ago, and they are fouled with black soot. Any ideas? I appreciate whatever suggestiosn you may have until my new shop manual arrives.
 
Not sure which carb you have but running rich is a pretty normal condition for these little cars. Once the plugs gunk up it just seems to compound the problem.
