Simple question: what is this under the hood?

Is it an air filter for the carburetor, with a pipe going into it from the engine for some sort of emissions control? If so, what is that rectangular black plate? (seen with three bolts in it, just above the circled object)

This is the air cleaner assembly on a late model B. The thing you circled takes heat from the manifold and directs it into the intake to operate the automatic choke. The rectangular piece with the three bolts is just the part of the assembly that mounts to the carb. The air filter is between the circled item and the rectangular item.
 
Yep, its a pre-heater for the carb

& it does make a clanging, tinny noise, Doc...
 
Oh yeah. Sounds like the gnomes are loose with picks 'n hammers in there. First time I heard one I thought I'd open th' bonnet to find tin cans rattlin' around in the fan shroud.

Geeze, don't show that picture to everybody. That's a RB speed sectret! Now all the pre-1975 cars are gonna want to switch over to ZS setups. Half the mileage, 20% less horesepower, and the top secret clanging thingy.
 
they have fan shrouds on these emissions Bs? wanted to get one for mine for a bit til I found I couldn't find one.... at all.

and yeah that sticking valve in there does rattle around a *LOT*. Finally got tired of hearing it all the time myself, and jammed a 1 in chunk of fuel line in there to hold to the "cold" side of the intake flapper...

although, i must admit it was kind of fun (for a day or two) watching people walk by in cross walks and *always* looking down at the hood of me car trying to figure out what the sound came from.
 
I have managed to stop that clangy sound on my 79B, don't know for how long though. I used one of those fuzzy felt green thingees, sort of thing a normal person would stick on the base of a vase etc, carefull placement and no more clangee. Figure if it comes loose, thats what the air filter is for

I made a cork gasket to go around the edge of the clangy flapper thing, then painted it black so nobody would notice the new gasket....It's been like that for years on both my 78's and no problems
