Shouldn't the fuel pump on a 3000 MKII shut off...

or stop pumping when the float bowls are full, or I pinch the output line? If so,what's wrong with mine?
 
I have just replaced the fuel pump with a new unit and after a few pumps it does stop. Maybe there is a slight leak somewhere?
