Securing the cockpit side fuel tank closeout

In this picture you can see the brackets that the panel closing in the fuel tank fit in. If you look in the middle you can see an indention where I removed a similar bracket that was attached with a screw. There was also a hole in the mill board that I recovered. Is that bracket to be secured with a screw to both the body and board in eventuality?

No the pic shows 6 brackets and there is an indention and a hole in the center of the area covered by the capping. I found a better picture,at the very top ou can see the indention.
