TR4/4A Seat Retainers

Hello everyone

I am in the process of fixing the interior and seats after a 3 year long ground up restoration on my 64 TR4.
I found a pair of seat retainers (first photo attached), as per Moss Catalogue (photo attached item # 50), but have not been able to identify where they fit.
Can anyone shed some light to this?

And whilst on this, why are there 2 holes on the front lower frame of the seats? Last photo attached.

I think the retainers are to hold the folding seat down. I think most folks have removed them - smarter folks than me will chime in.
