What's inside the seat back (74 B) that is controlled by the chrome handle on the side of the seat? Mine (driver side) does not "catch" it sounds like a ratchet that is missing a tooth. Easy fix ? I don't recall ever seeing any internal seat parts in any of the cats I have.
 
Seat back on a '74 will recline with a handle (as opposed to the bolt used on the early cars). Don't know how hard it is to fix, but that lever should release the seat back so you can recline.

It's been a while since I redid my seats, but your description sort of describes what I remember. There are a couple of semi-circular cams with teeth that engage in several positions. The mechanism is really prone to rusting up and seizing; mine were stuck pretty badly, but some cleaning and oiling took care of it. Of course, the seats will have to be taken apart to fix it properly. Hope this helps; let us know what you find.

Mickey x2. Once you pull the seats, remove the seat back and pull the cover, it will be pretty obvious what needs soaking. I used PB Blaster on my first seat and it took awhile for the smell to go away so I used weasel pi$$ (50/50 acetone/atf) on the second seat. Works faster and smells better. Spray everything rusted and start working that handle!

Yep, you guys hit the nail on the head. Pulled the seat, stripped out the cover and the foam and found the gears in good shape but immovable. The lever wouldn't raise the gears apart and when I finally got them apart they wouldn't mesh again ! Lots of PB Blaster and working the lever back and forth got me back in the ballgame. Probably should have done new foam while I was in there but I'll save that for the next time. Bob
