I don't know where that particular picture was taken, but the Blue Marlin is out of Norway. It's the same vessel that moved the Sea-Based X-Band radar from Texas to Hawaii in 2006 (SBX is part of the Ground-Based Mid-Course Defense (Missile defense) system.
PS: At the time the SBX was moved, I was a lead operational test analyst for the GMD system and involved in testing SBX.
