Rust Repair

I decided to restore and not part out my 64 midget, just wanted to see if anyone has any thoughts on repairing rust damage. I have sandblasted the whole tub, and killed any rust I could find with Ospro. Now there are a few spots on the floor with some small holes.
My question is should I weld patches,use replacement panels, or use fiberglass? There are some spots that will be an easy no brainer for the weld, but some are'nt going to be so easy (the interior under the seat, next to the rockers. I have attached a photo. Thanks.
