Rubber strip under windshield frame

Can someone confirm the placement of the rubber strip that goes under the windshield frame?

On the interior of the car, should the strip come up vertically on the windshield frame, or should it fold under the frame? I've enclosed a picture that shows part of it "up", and part of it "down". Sorry for the stupid question, but I could see it working either way...

i agree with Bill, I just replaced mine after paint and i belive up is the way it was designed to be.
