Does anyone know what a Royze Carburetor Tune Kit SU963 for a Triumph TR3 contains?

BPNW uses that part number on a carb kit they sell: click here. I don't know for sure that it's the Royze brand, but you can call them for more info.
Moss has a "master rebuild kit" for 3 times as much money. Their website says it includes throttle shafts. My guess is that the less expensive kit does not.
