T-Series Rotor orientation at TDC

Help. Recently installed a new all electronic distributor. Was attempting to set up initial timing and found that the rotor was pointing at an 11 o'clock orientation viewed from passenger side of the engine compartment. My memory serves that it should be at 1 o'clock. Have been moving the distributor both clockwise and counter clockwise and can't get the 10 degree timing mark to line up with both #1 valves closed. Any ideas?
 
It doesn't matter where it points so long as it fires the wire going to cylinder 1 at the proper time. I have the dizzy turned 180-degrees around in a couple of my cars. You just need to set the timing and firing order properly.
