I painted silver first - typically lighter then darker.
That said, I find most blacks too black for wheels - they look too "homemade" if you know what I mean - I went for silver and a graphite which is subtle and and a little updated and, to my mind a much better look.
What JP said. And use a LOT of the blue painters' tape and an Xacto blade to mask them. I have tried the "masking templates" and found them next to useless. Final result always looked sloppy.
