While re-installing the rocker shaft to the head, I notice the new lock washers I am using under the pedestal nuts gouge the aluminum pedestal material leaving little flecks of aluminum behind. I am contemplating using a flat washer and a medium grade thread locking compound instead. Anyone have any previous experience with this?

I've been using extra thick, hardened flat washers (aka "setup" washers) for a long time. They seem to stay tight even without threadlocker.

(double-check the size)

I had the same problem with the lock washers and I ended up using a flat washer I think because of the metal shaving peeling off. The more I think about, they may never had a lock washer because the engineers might have thought this whole set up is spring loaded and would keep pressure on the area plus the softness of the aluminum would do what it does. I guess the early tr’s had metal pedestals.

The parts catalogue continued to list lock washers, through early TR4. Changed to flat washers at CT6040E.
