The L/H outer rocker panel on my TR4 has some serious damage which can be seen now the paint has been removed. Replacing the rocker panel looks like major surgery - a number of other panels are also welded to it. My body man has suggested just cutting the damaged part out and welding in a new one instead. So my question is this - how difficult is it to replace the outer rocker panel and should I tell my bodyman to do this instead of the repair? I guess it is the same on a TR4 as on the TR6 etc.

If it's just a section that is bad and not structural, you can cut out the bad and weld in a piece. I agree with your bodyman as long as he cuts and fits a flush repair and does not just overlay the bad area.
 
Make sure he sprays some sort of rustproofing in the cavity afterwards, as the weld will rust from the inside. You can drill small holes somewhere out of sight and plug the with plastic plugs ( so you can treat it once in a while).
 
I second the thoughts posted here. If the rust is localized, then you can cut out damaged area and weld in the new.

Here is a link to a brief discussion on how best to rust proof the inside of the rocker after repair. I believe Bill went with the holes in the end caps. Anyway, you body guy should know how to handle this.

Thanks for your comments. My bodyman has indeed suggested drilling some holes on the inner rocker panels to inject wax and then sealing with a couple of plugs. All I have to do now if to ask him for an updated quote..!

Damaged rusty or damaged bent?

If damaged rusty see replies above.(This is more likely!)

If damaged bent, see if he can use a slide hammer to pull the dents out then spot weld the resulting holes.
