I wouldn't give up just yet Jersey. I've installed more than one of the fresh air hoses on both sides without removing the motor or shroud or fenders. Are you planning on replacing all of them, or just the drivers side hose? If just the drivers side here's how I did mine:
Collapse the hose as small as you can, like a 'slinky'. Lubricate the inside of each end with 'goop' hand cleaner, messy but dries clear and will allow you to slip in on the flanges. Start at the firewall end and shove it on, you may have to remove the flasher relay, the brake line brackets and reservoir as well, to get it far enough on. Attach to the firewall flange and tighten the clamp. Fish the remainder of the hose up under the fender well and extend it past the front mounting flange. It might be helpful to have some help here to hold it on the front flange, try not to pull it off. Then just slip on the front flange and reconnect the cable if necessary.
The passenger side also can be done by first removing the screws holding the blower motor from under the fender well. You'll need to remove just the bottom screws holding the lower portion of the fender on. It's not necessary to remove the fender. Again lube all first.
