Rear Wing [fender] fasteners

In the attached image I have provided the illustration in the service parts list manual for the rear wing for a BT7. The legend at the bottom of the image lists the number of each fastener the Parts List calls for to mount both rear wings.

Note that for the part illustrated as #43 the list calls for 13 pieces and for part #47 it calls for 1 piece. Since these are odd numbers and there are two wings the implication is that one wing uses 7 of the #43 fasteners and the other wing uses 6 of the #43 fasteners and 1 of the #47 fasteners.

If this is the case, which wing (left or right) gets all #43 fasteners and which one gets #43 and #47? Or, since I know that the parts list contains some mistakes, is this one of them?

I don't mean to be to anal about this, I would just like to get it right and I don't initially see why the two wings would have a difference in the fasteners.

This is a WAG from somebody who doesn't know any better. Is it possible that on the pass side rear fender the location of the fuel filler pipe precludes getting a screw driver in but their is enough room to use a wrench? New guy, bob
