The metal end of this rear wheel cylinder comes off somehow, perhaps a push out with a brass drift or a push up with a brass drift. Any ideas? I am afraid I will break it. The clip I guess holds in place the E-brake arm also.

It should just slip off...it is just a dust cover for the piston underneath. You may have to remove the assembly first, by removing the bolt on the back of the plate.
