Yes go ahead and do the retorque and adjust the valves, I normally do it long before a 1000 miles, but no worries if everything is running good. I'm normally working on stuff that has not been together too long, as in many years, like race engines or newly rebuilt engine, so for that reason I do not use the lossen then torque technique, I check the torque, what I normally find is the further you get from the center the more likely it will take few pounds of torqe to get to your target torque.
I prefectly understand why people do loosen first on engines that have been assembled for a long time , but I think in your case of a freshly rebuilt engine, there is no real need for it. If you ever do use this technique then do one at a time, as for loosening and then retorquing.
