Question - stearing rack spacer

This is a flat peice of steel that goes behind or on top of the rack alum bracket that attaches to the frame. It seemingly shims the rack out toward the front or up from the road.

The question is is there only one? and where does it go? Passinger side? Top or front?

Hope that was clear enough not quite sure how to explain it.
 
Well, I do have two from someplace and looking at the marks they seem to go on the front side of the attachment? However, I am not sure two is correct seems like only one is required, on passanger side?
 
I found the answer in the orginial parts list. There is one on each side and they are in the vertical plane, ie face the front.

They are called "Seating Mounting Bracket".

Now we both know.

No clue, guess it maybe gets the right angle on the stearing arms from the rack.
