The book "Original MGB" does show the belts on early 70s MGBs attaching as you describe. They had a metal plate that snapped onto the chrome pegs on the upper-deck of the car. I don't know how they attached to the lap-belt but I imagine it was another similar post that snapped into another metal plate (most of the airplane shoulder-belts I've used are similar to that).
They also show in the book the Tonneau cover with small holes for the belt attach-points.
