TR2/3/3A Question about installing the steering wheel control head?

The manual states: " The direction indicator switch lever should be in the 12 o'clock position and the vertical lever of the stator tube is at the 6 o'clock position."
What is exactly meant by "the vertical lever of the stator tube"? Seems to me there is a is a slot in the stator tube. Does this slot not face upwards? What is the vertical lever that goes to 6 o'clock?
 
I would suggest that you just look at what is there on the two parts and fit them together to make it so the control head fits into the stator tube slot and the turn signal lever is at 12. There is no lever on the stator tube only the slot.
