Does tab "B" fit over or beside bracket A. which is to ask, does the tab help hold the fender in place or just nestle up to the grille bracket?

Oh and I got my relay wiring harness installed, driving light almost all installed, horn hooked up - ran out of time as I started meking new tails for the signal lights - but we're moving

Oh and how do I route the headlight wires to the wire harness?
 
Imo, comparing the profile of the lip of bracket A to the picture of tab B, I'd say the lip of bracket A fits behind tab B, helping to hold the fender to the body.
 
Tab B fits over A. On the later MKIIIs like my 73 there was a pop rivet installed through the aluminum surround trim that went into that tab, so it had to be in front.

yep ... when you look harder at the orientation it does go to the inside.
