My 77 B has a 1999 NJ inspection sticker with a number on the bottom. I gave the VIN to a local Police Officer I know, and he says there aren't enough digits to run it. I am going to try DMV to see if there are possibilities there. Maybe they can run the number on the inspection sticker. Thoughts anyone?

It's very hard in the USA now to get any official info on previous owners, due to current privacy laws. You might get info from DMV or police if you have a connection, but they're likely not supposed to give you anything anymore.
 
I always copy the title from owner before turning into DOT, so I know who had the car. My 57 Jag sedan, had an owner in Va, which wason title when I bought it. Got the Heritage Certificate and got the original owners name.
