My wires are chrome/SS, but I can't see any reason powdercoat would be inferior in any way to paint. I've seen lots of PC'd wire wheels, and they usually look better than paint.
PC is actually less brittle than paint, tho it can be chipped with determination. But it seems to do fine on things that flex, even sway bars, coil springs and such.
Worst case, if you did find a spot that was missed, you could always touch it up with paint. It's even possible to redo the PC, although my only attempt so far didn't come out looking very good.
