If someone has the time and inclination, would you be willing to go step by step, and explain how to get a photo with a small enough number of pixels to work as a signature icon, then how to get it posted? EXAMPLE:
1. set you camera to ????
2. then do this
3. then this, etc, etc

And then, explain how to get a photo to a posting:

1. set your camera to ????
2. then upload it to ?????
3. then do this, ????, etc. etc.

Just think of all the photos (that you wouldnt normally take the time to look at!), of all the Spridget things (that you already know what they look like!), and all of the hack jobs and botches (that you really dont care to see!), of all the amateur work (that you can't believe your eyes at what you are looking at!)that you are missing by us computer challenged individuals not uploading!

go to (https://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx) and get the image resizer power toy. go ahead and install it. next when you single right click on it to pull up the menu, one of the items will be [resize image].. click on that, go to advanced and make your pic below the standards listed for avatar image size, 80 x 80.. and Bob's your uncle...

as to the photo posting thing, I'm all ears myself.. something about a max size or linking... ?

It isn't that hard, but there are a few steps you have to follow or it won't work.
Like bleeding brakes, you do it right and you get to stop when you want and everything works out fine...

So - you already have Picasa - you are more than halfway there.

First, if you don't use FireFox get it and install it. This stuff is so much easier that way.
Go to one of your pictures in your Picasa album, right click it and choose "Copy image location".
Then come back here (using tabs helps) and start a new message or reply to an existing message. (Only the Full Reply method works this way.)
When you are ready to insert an image click the "Enter an Image" button.
Choose one of the four choices (I general just pick the top one) and then paste the address of your picture in place of the existing "https://" in the box.
Clicking OK should do it. Your picture should be entered.
Here - I will do it:
07-20-2009%2008%3B06%3B52PM.jpg

Ok - if you insist on using IE:
Right click the picture and choose "Properties" then find the url that starts with an http and ends most likely with .jpg - highlight all that and copy with the keyboard like [ctrl] C.
Then come back here and follow the instructions above.

Clear as mud?
