That got the tail light panel parallel to the other one. After much hammer and dolly work I got it close. A little more hammering(there is no room in there to swing a hammer), I'll TIG it up.

Nope. And I was really worried it would.
 
Looks like a great execution of a plan. Don't forget to post final pictures showing the welding.
 
mmmmmm.... OK, here is a question: why did you not strip the surrounding down to the metal before trying to match the contour? How do you know the paint/primer/fiberglass below the fuel hole is not throwing out your profile?
 
I stripped it right after I took that picture, for that reason.
