TR4/4A PCV Valve

My 4A has an original PCV valve with a good diaphragm in it. I rebuilt my engine 1500 miles ago and it runs great say for the fact that I'm tearing through oil. I guesstimate 1qt/1000 mi, compression was 160, 152, 150, 158 with 87mm pistons and head measured 3.300. I went overboard and tore the engine down to figure out what was wrong because I felt compression should have been a bit higher and oil consumption shouldn't be that much. Rings had fully seated but intake valve stems had a lot of oily gunk on them and exhaust ports had oil build up just above the valve. My inclination is that my PCV valve is bad, my problem is that I seem to have no way to test it until the engine is running again. Secondly is the PCV valve from a 4A the same or interchangeable with a 250/6 valve? Has anyone used the "new" valves sold by the big 3, are they any good?
