passed CA Smog - now it won't idle!

Took my 79 midget rebuild to get a California smog test today - passed with only .02% CO! However, the idle speed is now all screwed up. It was idling at 850 before the test, after the high speed run on the dyno it won't idle below 2000! Carb is rebuilt - any ideas?
 
If it is not a vacuum leak, perhaps it is your auto choke. There is pinhole sized vacuum circuit, that if clogged, will not allow the choke to shut off. It clogs very easily.
 
I only have 45 miles on it since rebuild, so I'm not suprised it drifted some....
I'm sure it is not vacuum - I'm grateful the smog test guy knew MG's - he said he had never seen one that could hold its idle for the test!
