I just did a complete panel and carpet replacement on my 1978 Midget. I assume you are referring to the panel that separates the cockpit from the trunk, right? If so, the perforation allows the pannel to be bent (slightly, so be carefull!) to allow the mounting screws at the top to be installed horizontally and the screwns at the bottom to be installed at a slight angle, allowing the majority of the panel to lean back slightly towards the trunk.
