Oilcan spot on fender [IE: not flat, sticking out

I have a 3 inch diameter spot on the fender that has been stretched from an accident and me beating it back into shape. What is the best approach to shrink a spot that size. I have heated spots around it and reduced it by about half. Is this a heat the outside first and then the middle?

I've never used a shrinking hammer but isn't that the tool you would use in conjunction with heat?
