It's a super simple gage. The little brass diaphram simply pushes against the needle. The needle has a small clock style spring to hold it against the diaphram. I am sure a bit of dirt or corrosion is allowing it to stick. It's possible the needle is hitting the glass, but not likely. There is not a positive seal on the casing. There is plenty of space for dust and dirt to make it through the light ports and get in the gage workings.
