TR2/3/3A new seat covers on original seat frames

I am putting new seat covers on original seat frames and have a question on where and how much foam to use. I got the seat from tr-too tall Tim and the seat covers look fine, and like original. I was going to put 1 inch of foam on the back and 1 inch on the front-- then drape some cotton batting over both sides putting the seat frame in the center. However, after looking at pictures the seats look like all the foam is in the front on most of them and the back is almost bear steel. How have others done their seats?
