Dieseling is also a sign of deposits in the combustion chamber. The only sure cure is a head job. Not for the faint hearted on a TR3. You can help somewhat by using the highest octane gas you can find and adjusting the timing. It also seems the general opinion here is the carbs may need to be serviced.
