Nash metro steering box question

Looked down on the steering box., saw clear evidence of water. Since I was able to look into a hole in the top of the box, that told me that there should be a rubber plug there to keep water out. Anyone confirm that? Also, can I drain the box to freshen the oil?

BREAKING NEWS: Yes there's supposed to be a be a rubber plug on top of the steering box. 'PitStop Metropolitan' said there's no way to drain the steering box, that most people just wait till the oil all leaks out through the bottom of the tube with the ferrel...ain't local knowledge great?
