This Lucas part, model 551, is in a box of TR250 parts and I have no idea what it is...can someone help me identify it?

It looks like some sort of relay. Flasher maybe.
 
Thanks guys, I should have included more pictures to begin with. The shaft that sticks out the back is pretty easy to turn with your fingers.

Its the windshield washer pump.
