Mystery Rattle

Rob,

I ended up making a replacement bracket that I clamped between the spring and axle. That worked until I had to replace the rear axle.
 
Rob,
I had made brackets for my rear tube shocks that incorporate angle-steel pieces part of which is sandwiched between the axle and spring. When my Panhard mount broke (like yours), I was able to weld an 'ear' onto that setup for the Panhard mount. Pictures and drawings here:
