Actually it looks like a fulcrum arm bracket, but I've never seen one with the "steps" like that before.

Oh, and yeah, I know it needs a slight bit of cleaning. LOL.

And I would venture to say it is not from Southern California, unless it accidently got caught in a tide surge..

LOL - close actually. This was stored outside for 10 years in Santa Barbara on the hillside where the fog likes to hang out.
 
Interesting guys - so it looks like there was a cutover point from a one notch inner to this three notch bracket. Yes?
