now that i have my '76 fhc running i have noticed that some of the odd electrical anomalies i had before have disappeared.

could it be that my old alternator had an output of about 19 volts and that over voltage caused things like wipers not shutting off, one headlamp cycling up and down, etc? i now get about 14 volts out of the alternator.

No, not really. I had an overactive alternator on my '66 Land Rover recently and all it did was ruin the battery. The headlamp cycling up and down is most likely a problem with a relay in the unit that's supposed to detect when the headlight is all the way up or down. The wipers have a similar setup, as the headlight motor is nothing more than a wiper motor put to other uses.

Good luck with your '76.

Jeff
