The underside of the steering column hiding the wires in the drivers footwell is sagging to the point of interfering with safe operation of the brake and clutch. It is hanging down from the right side, but seems firmly mounted from near the door side. It almost loose as if it has shrunk to the point it no longer fits, and might even be made with a particle board material.
What is the typical fix, and how is it suppose to be supported from the center console area?

Also my hood release had one of it's two plastic wings break off. I can still open the hood, but was wondering what it takes to replace the handle, or is it all one piece that you need to replace the cable as well?

That piece is basically cardboard, and does warp with time. There are plastic alternatives; Victoria British has them, but I don't know anything about them.

Liners

I've also seen some on ebay, and they're higher priced. Not sure if they're the same.

And I believe the hood release handle is part of the cable.

Thats what zip ties are made for
until you can get the right part.
 
If the under dash liner is in decent shape but just sagging, it can be straightened out by taking a damp rag, not too wet and laying it on the inside, cover with saran wrap and let set over night. The following day open it up and lay it flat, place a piece of plywood on top, then weight the plywood down and leave it set for a couple days. The liner will flatten out somewhat and return close to its original shape. Remember, only a damp rag, not wet! How you do this is up to you, I've done it and it worked for me, your liners might be worse than mine, so please don't hold me at bay if your results aren't the same. PJ

It is all one piece. You can purchase a new one that come complete with the outer sheath. Remove the inner cable from the car and the new cable , then slide the new cable into the old sheath.

A suggestion - while you are fussing with the cable, get some 1/16" steel cable, secure one end to the release lever for the bonnet (hood) and run the other end out through the grommet that takes the head light and park lights wires out under the front fender on the drivers side of the car. Put a loop in the end of the steel cable and you will have a way to get the bonnet open if the regular cable breaks or comes loose.
