MGB MGB rocker shaft shims

I have a 1977 mgb with an alloy head. It is a stock style which has shims under the two middle rocker shaft pedestals. The head appears to be leaking oil between it and the block on the manifold side and I was wondering if those shims could be causing the ends of the head to be pulling up. Is there a need for those shims as it is a pain to mount the shaft as it has to bend up in the middle.
 
Not sure if the shims would cause the head to lift, but at any rate, the shims are one but one of the many controversial topics in the MG world. There are some who say "absolutely" they are required to put a slight bow in the shaft so it won't rotate, and others who say they don't accomplish anything; and anyway there's a set screw on one of the pedestals that holds the shaft in place. I just built my B engine for the Victor TF and left them out.
