If it was electrical issues it seems unlikely they were tampering with the carbs.
 
the plugs are clean. i sampled one from each carburetor.

the air filters were off when i got the car.

one seat belt welded in.

ok took a test drive. still no power. 4000 in second and im barly moving.
my neighbor thinks im running on 3 cycnders or even 2,
 
solved,
ok in doing the compression test. i pulled the plugs 1 and 4 were black 2 and 3 were clean. when we pulled the wire off sparkplug 2 it ran better!
so i swaped in an old spark plug and the car ran and had power.

so I will get new plugs. and move on to the next project.
