MGA MGA Chassis Repair

Hi All -- I'm commencing a full restoration on an MGA, and have the car to the point where it is a rolling chassis. I spent two hours scraping and degreasing it to the point where it is pretty clean. My first step is to repair the rusted frame sections and floorboard rails. Should the all the supporting rails have welded nuts to the underside? I didn't take the car apart, but I can see that some of the rails do have welded nuts and suppose that the former owner twisted them off when removing the floors. Also, it looks like the nuts should be 1/4" x 28 tpi?
 
Yes they are all welded nuts , but you can't find them at a hardware store as they take a 1/2" wrench , not 7/16" like a normal 1/4 " nut would. You can buy them from Todd Clarke of Clarke Spares and Restorations. He is the "must know" supplier of MGA hardware bits.
