Metal strip that top fastens too

The metal strip accross the back that the top fastens to is totally rusted out on my midget and I need to weld a new one in. Right now I have everything off the body that can come off the body and I have repaired or replaced all the rusted places but this. Does anyone hear know of any place that sells just this strip of metal? I haven't found it listed anywhere yet. If I have to try and make my own piece, I will probably use galvanized metal(nasty to weld)to prevent this area from rusting again. Water seems to collect in this area between the top fasteners and the metal and cause the rust. Any ideas?
 
Make it out of plain steel and paint with POR-15 or 2 coats of aluminum paint then spray color if needed.
 
Buy some weldable primer from your local auto parts store. Shake it really well and spray in on and then weld. After welding you may want to use some por-15 on the underside of the thing where people will not see. Then paint the top part in the traditional way.
