Lucas Wiper MOtor question

I am rebuilding a Lucas wiper motor from 1971. This would be a two speed model. One of the brushes is cut at the end and only has half the surface area touching the motor. I took apart a parts two speed motor and it has the same thing. Does anyone know why this occurs?

I've had 'em apart before but cannot recall the details, sorry.
 
Maybe the half brush is for half speed?
 
The size of the brushes are the same size as the brass guide their in, at least the ones on the 72 had were. PJ
