It's a "Snow-Mobile" conversion. These were made by the Snow-mobile company for Model T Fords starting about 1913. They consisted of front skis and a track setup for the rear. They were very popular in Maine and New Hampshire (& probably elsewhere) during the early part of the 20th century. I still see a few sitting in yards here and there.

There's a club up here that meets during the winter to run them & they're great fun.

Here's a less characterful one that shows the conversion better.

Ah thanks for the other picture John. That looks alot more like a Ford, rather than a unibomber shack on wheels and skis.
 
Ferguson tractors converted to tracks were used on Sir Edmund Hillary's South Pole expedition in 1954. https://www.fofh.u-net.com/pole.htm For those of you unsure of the relevance, Ferguson TE series tractors were manufactured by the Standard Motor Company of Coventry (the company that made Triumphs) and the Ferguson TE tractors used the same basic engine as the TR3. My Fergie still starts reliably at -25C (about 10 below F) and works hard keeping my 1/2 mile long driveway clear every winter.
 
This one will "blow the doors off" of the other ones,
BUT ya' don't want to point it down STEEP hills.

I didn't see ANYTHING that looked like BRAKES !
