Is this a home made valance guard?

I think in the picture what you are looking at is the brace for the license plate holder, and a straight on view of the spoiler.
 
I wonder if its intended to prevent damage from those concrete blocks used to define the end of parking spots? Those can damage chin spoilers or dent the valance, and possibly oil cooler if there is one mounted behind the two holes.

I think Roofman is correct. Funny camera angle making you think its more than what it is.

Yes, You're right. I can see it now. An angle not often seen so it looked strange.
