Is it a Virginia Thing?

On Thursday I took Highway 220 on my way back to Roanoke.
A tree had fallen partially onto one of the traffic lanes.I noticed that
there was a Roanoke County Police car in front of it,with it's light bar
on.
On Friday,I drove by there again,& someone had taken a chainsaw
& cut off part of the tree,but it was still into the traffic lane,& there were
traffic cones blocking off one traffic lane.
How hard could it be to cut the tree back a little further,so it wasn't
in the traffic lane?I thought about going home,getting my chainsaw,cutting
the tree back a little farther,& opening the traffic lane back up,but figured
that I'd get a ticket,or get arrested for doing that.
