International Road Signs

On our last trip to Ireland, we couldn't figure out what this sign meant:

Turns out, it simply means that you are on the expressway....my brother thought it meant "Robots Ahead".

No signs like that on this little island!! It does look like a robot though.

My question would be - wouldn't one KNOW they were on an expressway? Maybe there are specific laws for expressways so one has be told that the huge 4 lane highway they are on is one.
