TR4/4A Interior Trim Question

The strip of carpeting that runs from the footbox back
to the rear wheel well. There is a strip of leather connected to the carpeting.
This length fits with the door opening.
My question is; Should this leather strip be cemented to the body or should the carpet
be cemented to a height were the leather strip is free to move ?

If it is what I'm thinking, that strip is to cover the area above the carpet that the door seal doesn't. I glued it (and wrapped it around) the door opening, and installed the door seal over it.
