Interesting Problem

Pull the head. Remove all studs. Clean all the tapped holes with the correct tap. I would try to find a correct tap.
Chamfer the upper corners of the holes to remove any raised threads. Large hand held drill bit will work. A pulled thread will prevent the head from seating. Flush the holes with brake cleaner. Use the highest quality studs you can get, something like ARP. Use sealer on any studs that extend into the water jackets. Lube all of the studs & seat them very lightly in the block, finger tight. Use hardened washers under the stud nuts. Torque to spec in about three stages.

You can get a portable air tank which will probably do the job.
